To answer your question, LED light bulbs do emit heat due to the electrical driver components. Considering that the casing is made out of metal, heat might take a moment before it dissipates. However, since the top part and bottom part near the base screw are made out of plastic, you may feel that they are less warm than conventional bulbs. Heat emanating from the bulb should be considered as normal behavior for the bulb.
